Despite only signing for Dortmund a year ago, Haaland's form has seen him linked with a big-money move next summer.
Pep Guardiola's side believe the 15 per cent sell-on clause they have on Dortmund star Jadon Sancho help them snap up Haaland.
Per a report from The Sun, it is likely to be worth £15 million with 'BVB' valuing the England international at around £120 million.
It means they could agree to waiver or renegotiate that in order to gain leverage over other clubs in their pursuit of the Norwegian forward.
City are looking for a new frontman as they seek to find a long-term replacement for Sergio Aguero, who is struggling with fitness issues this season.
The 32-year-old has played just five Premier League games this campaign.
